The City Manager’s Office is committed to providing and coordinating excellent staff support and sound policy recommendations to the City Council, leading the organization in an effective, efficient, and principled manner, and providing organizational support and direction to the departments
About the Department
The City Manager serves as the chief executive officer of the City. Under the City Council’s direction, the City Manager is responsible for efficiently managing all City operations and ensuring high-quality service to the community. The City Manager is supported by two Assistant City Managers who help oversee day-to-day operations and strategic initiatives.
The City Manager’s Office provides professional leadership to the Executive Team, empowering departments to serve the public in a responsive, innovative, and resourceful manner. Core functions include coordinating the implementation and compliance of City Council policies and procedures; overseeing public safety contracts; guiding the departments that carry out City programs and services; managing intergovernmental relations and legislative advocacy; City’s Technology Services; and administering the City’s communications, media relations, and public information efforts. The Office also provides graphic design and special event coordination services to City departments, manages operations and video production for the City's government access TV channel, MV3, monitors state-issued cable television/video service franchise agreements, and oversees content for the City’s public website.
Legislative Advocacy
Since 1995, the Moreno Valley City Council has adopted a Council Goal of Advocacy, which directs the development of cooperative intergovernmental relationships and forceful advocacy of City policies, objectives, and goals to appropriate external government agencies and corporations. Each two-year legislative session, the City Council determines advocacy priorities and adopts a Legislative Platform.
This Legislative Platform provides City officials, staff, and legislative advocates with general “Support” or “Oppose” direction regarding the most important topics and issues to pursue. Once adopted, the Legislative Platform eliminates the need for the City Council to review and take a position on each and every proposed bill. This enables City staff to respond quickly to the fast-paced state and federal legislative process. The statements expressed in the Legislative Platform are general so that they can be applied to the many forms that legislative issues may take.
