Developers often use special financing districts to finance the construction and/or acquisition of public facilities for new development projects.

CFD No. 87-1 (TownGate)
CFD No. 87-1 was formed to finance a portion of the public facilities related to the TownGate Development. The CFD is bounded on the north by State Route 60, on the west by Day Street, on the south by Eucalyptus Avenue, and on the east by Frederick Street.

CFD No. 3 (Automall)
CFD No. 3 was formed in March 2000 to restructure and refinance the CFD No. 2 bonds. The original bond proceeds financed the capital costs for roadway improvements, which included grading, paving, sewers, sidewalks and landscaping for the Moreno Valley Auto Mall. All of the bonds for this district have been paid in full.
The City Council approved dissolution of the District on February 25, 2014 per Resolution No. 2014-15 and a Notice of Cessation was filed with the County of Riverside as of March 10, 2014.

CFD No. 5 (Stoneridge Towne Centre)
CFD No. 5 was formed in October 2005 and consists of Stoneridge Towne Centre, which is located at the northeast
corner of the Nason Street and Fir Avenue. The CFD was
formed to finance the cost of constructing and acquiring
certain public facilities within the CFD.
