The Building and Safety Division issues permits, provides plan check and inspection services, conducts code enforcement and provides assistance to citizens in complying with jurisdictional and State building codes to ensure the safety of the citizens of Moreno Valley.

New Requirement effective January 1, 2024 - Residential Plan Submittal Checklists — per Assembly Bill (AB) 2234, which updated CA Government Code Sections §§ 65913.3 or 65913.3.5, the City of Moreno Valley has created checklists that clearly specify the minimum plan requirements for the following residential submittals:
- Accessory Dwelling Units (specific checklists for Attached ADU, Detached ADU, & Junior ADU)
- New Single-Family Home or Duplex
- Multi-Family Building or Complex (apartments, condominiums, townhomes, etc.)
- Master Tract Home Development

You must use SimpliCITY for the following services:
- Apply for a building permit

- Schedule an inspection
- Check inspection times
- Check inspection result
