About Community Development
The Community Development Department provides a variety of development, business, and neighborhood services directly related to enhancing the quality of life in Moreno Valley. The Community Development Department provides development and quality control services through three divisions:
What We Do.
Community Development administers development review and project entitlement activities, performs long range planning involving land use and community growth, and maintains the City’s general plan. It also performs building plan review and field inspection, and issues building and related permits.
Community Development administers a comprehensive code compliance program, in cooperation with the police, fire, public works and environmental health departments.
What Does Each Division Do?
Implement programs in alignment with the City’s General Plan, Municipal Code and CEQA. Direct and allocate resources for current and advance planning programs.
Ensures all projects are in compliance with City and State building codes. Provides plan review, issues permits and building inspection services.
Code and Neighborhood Services
Respond to citizen complaints. Enforce the City’s Municipal Code & regulations. Provide citywide Parking Control Services and manage various programs.
Promotes and protects the health, safety and welfare of the City’s animals and residents, through a wide range of services.
