The City of Moreno Valley is a general law city. Effective with the November 2016 election, the City Council consists of four Council Members, elected by and from a geographical district, and a Mayor elected at large.
The next general municipal election for the City of Moreno Valley will be held on November 5, 2024 for:
- Mayor for a Two-Year Term,
- District 1 Council Member for a Four-Year Term
- District 3 Council Member for a Four-Year Term.
Council Members serve four-year staggered terms and the Mayor serves a two‑year term.
The nomination period for these offices begins on July 15, 2024 and closes on August 9, 2024.
In addition, due to the resignation of the District 3 Council Member on April 16, 2024, there will be a Special Election Ballot to elect a candidate to fill the remaining unexpired term of the former District 3 seat until the candidate who wins the Four-Year Term for District 3 is installed on December 2024.

Nomination papers are only available by appointment from the City Clerk during regular office hours (Monday through Thursday, 7:30 a.m. to 5:30 p.m. and Friday 7:30 a.m. to 4:30 p.m.) and will be provided in hard copy format.
