Community Development Block Grant Program (CDBG)What is CDBG?Each year, the City of Moreno Valley receives approximately $1.5 million in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to perform a wide range of activities aimed at benefitting its low-to-moderate income residents including neighborhood revitalization, street improvements, code enforcement and economic development. The City may complete projects or may choose to contract with local, non-profit organizations to provide Moreno Valley residents with social services. Program GoalsCDBG activities must meet the Federal goals of developing viable urban communities by providing: (1) decent housing, (2) a suitable living environment, and (3) expanded economic opportunities. Public InputMoreno Valley is interested in hearing your comments and encourages the public to e-mail the City with input. To send an e-mail use this link, np@moval.org Becoming A CDBG SubgranteeNon-profit agencies interested in receiving CDBG funds must submit a completed project application form to the Community & Economic Development Department, Neighborhood Preservation Division, in order to be considered. A Notice of Funding Availability is issued each year in December, with application typically due in January of each year. Applicants may be asked to provide a brief presentation and answer questions. A technical review will involve an evaluation of whether the project is sponsored by a reputable agency with non-profit status, holds a good track record, is financially feasible, and has a maintenance and operation commitment (if applicable). Please note that all organizations awarded CDBG funds (sub grantees) are required to comply with an outcome based performance measurement system. This includes monthly statistical reporting, but may also include gathering supplementary data and research.
